Local Control Accountability Plan (LCAP) and District Budget Information

At a Glance

The 2013-2014-budget package replaced the previous K-12 finance system with a new Local Control Funding Formula (LCFF). The goal of the LCFF is to simplify how state funding is provided to local educational agencies (LEAs).

LEAs will receive funding based on the demographic profile of the students they serve and gain greater flexibility to use these funds to improve outcomes of students.

In addition to this new formula, the LCFF requires districts to create a Local Control Accountability Plan (LCAP), which describes how they intend to meet annual goals for all pupils, with specific activities to address state and local priorities identified pursuant to Education Code Section 52060(d).  The County Superintendent of Schools must approve each LEA’s LCAP. 

There are three criteria for LCAP approval by the County Superintendent:

  1. The Local Control Accountability Plan (LCAP) must adhere to the State Board of Education template.
  2. The budget expenditures must be sufficient to implement the goals outlined in the plan.
  3. The LCAP must adhere to the adopted expenditure requirements based on the number of unduplicated pupils pursuant Education Code 42238.02 and 42238.03.

District LCAP Plans and Budgets:

District LCAP plans and budgets that have been approved by the district's Board can be accessed on the District LCAP Plans and Budgets page. LCAP plans and budgets will be posted again upon approval by the County Superintendent of Schools.
