Our Local Control Accountability Plan (LCAP) writing and approval team works diligently throughout the year to develop LCAP planning and writing resources, provide technical and general assistance, and streamline the LCAP approval process for all San Mateo County districts. View the California Department of Education's LCAP Page with instructions and resources.

School District Budgets and LCAPs

View school district and charter school Local Control and Accountability Plans (LCAPs) and budgets that have been approved by the district's Board.

Guidelines for Accessible LCAPs

School districts are required to make their LCAPs accessible, pursuant to Section 508 of the Rehabilitation Act, before posting it on their website’s home page (California Ed. Code 52065). Please note that LCAPs do not need to be accessible in order to receive approval from the San Mateo County Office of Education.

Mid-Year Report 

Mid-Year Update Purpose: To provide the public with an update on the implementation of the current LCAP.

Mid-Year Update FAQ’s:
 
What are the requirements for the mid-year update to the LCAP? (Added Oct-2023)
All charter schools, school districts, and county offices of education are required to present a report on the annual update to the LCAP and the LCFF Budget Overview for Parents on or before February 28 of each year at a regularly scheduled meeting of the governing board or body of the LEA.
 
The mid-year report must include the following:
  • all available mid-year outcome data related to metrics identified in the current year's LCAP, and
  • all available mid-year expenditure and implementation data on all actions identified in the current year’s LCAP. (EC sections 47606.5, 52062, and 52068)
Is there a required template for the mid-year update? (Added Oct-2023)
No, there is no requirement for LEAs to use any particular template. It is up to the LEA to determine how to present and report the required information to their local governing board or body.
 
Will the mid-year update report be included in the LCAP? (Added Oct-2023)
No, the mid-year update will not be included in the LCAP; however, the information presented may inform the development of the following year’s LCAP.

Must be scheduled prior to the LCAP board adoption meeting.

June 30, 2026 - On or before.                          LCAP is Board adopted and Local Indicators are presented to the Local Governing Board.

New Requirement: LCAP Adoption Fiscal Penalty

Beginning with the 2025 annual audit, external auditors will verify that each LEA has adopted its LCAP on or before July 1, as required by Education Code (EC) Section 52065.1. If an LEA does not adopt its LCAP by July 1:

  • A fiscal penalty will be assessed equal to 20% of the LEA's second principal apportionment (P-2).
  • The penalty will increase by 1% for each additional business day the LCAP remains unadopted after July 1.
