Local Control and Accountability Plans
Our Local Control Accountability Plan (LCAP) writing and approval team works diligently throughout the year to develop LCAP planning and writing resources, provide technical and general assistance, and streamline the LCAP approval process for all San Mateo County districts. Guidelines for Accessible LCAPs
School districts are required to make their LCAPs accessible, pursuant to Section 508 of the Rehabilitation Act, before posting it on their website’s home page (California Ed. Code 52065). Please note that LCAPs do not need to be accessible in order to receive approval from the San Mateo County Office of Education.
Below are links to resources for creating accessible Word Documents and PDFs. Additional resources for creating accessible LCAP documents can be found in the 2019-20 LCAP File Cabinet. Questions or requests for training can be directed to Anne Ton, Public Communications Specialist, at (650) 802-5558.

New Requirement: LCAP Adoption Fiscal Penalty
Beginning with the 2025 annual audit, external auditors will verify that each LEA has adopted its LCAP on or before July 1, as required by Education Code (EC) Section 52065.1. If an LEA does not adopt its LCAP by July 1:
- A fiscal penalty will be assessed equal to 20% of the LEA's second principal apportionment (P-2).
- The penalty will increase by 1% for each additional business day the LCAP remains unadopted after July 1.
To comply, LEAs must follow the appropriate Education Code sections:
- EC 52062(b) - for school districts
- EC 47606.5(a) and (f) - for charter schools
- EC 52068(b) - for county offices of education
For additional details, refer to EC Sections 1631(c) and 42128(c).
