English Language Acquisition Consortium (ELAC) 

Target Audience: District Administrators

The goal of the English Language Acquisition Consortium (ELAC) is to support districts in aligning their current practices with state and federal requirements for English learner success. It provides school district representatives with an opportunity to meet regularly and offers a support mechanism for implementing effective English learner programs. ELAC meetings provide current and accurate information regarding English learners, resources, discussion, and networking opportunities with educators in similar roles. Occasionally, guest speakers are invited to provide expert advice on current issues.

ELAC meetings will be held twice in the Fall and twice in the Spring. Dates and times will be posted soon, Please contact Ellen Arenas, (650) 802-5332 for resources shared during the school year or earlier.

 Bilingual Dual Immersion Network

Target Audience: Dual Language Immersion Educators

The Bilingual Dual Immersion Network brings together educators across our county to network, collaborate, and cultivate new learning centered on the latest policies, legislation, research, and grant opportunities focused on DL schools. The network aims to provide support and resources in order to uplift instructional practice, maintain program integrity, and infuse English Language Development. Meetings are open to district/school staff that have implemented or plan to implement a Dual Immersion or Language Immersion Program at their school site. 

Bilingual and Biliteracy Resources

San Mateo County Office of Education, in partnership with participating districts, implements a progression of Pathway Awards from preschool through middle school recognizing benchmarks towards biliteracy. The Seal of Biliteracy, which certifies attainment of functional proficiency in two or more languages, will be awarded to qualifying high school seniors upon graduation. The rationale behind celebrating biliteracy is to:

  • Recognize and value students' biliteracy skills
  • Encourage students to study languages
  • Encourage family and community support of the development of the home language and the study of additional languages
  • Certify attainment of biliteracy
  • Strengthen intergroup relationships, affirm the value of diversity, and honor the multiple cultures and languages of a community
  • Provide universities with a method to recognize biliteracy
  • Provide employers with a method of identifying people with language and biliteracy skills
  • Prepare students with 21st-century skills
