County Committee on School District Organization (CCSDO)

The County Committee on School District Organization (CCSDO) is an independent, 11-member elected body charged by the State to study and make recommendations and decisions on school district reorganization; establishing, rearranging, and abolishing trustee areas; and changing the number of governing board members. The committee's responsibilities include revising its countywide Master Plan for school district organization. An action to reorganize school districts can refer to any one of the following:

Transfer of territory between/among school districts;
School district unification or deunification;
Dissolution or lapsation of a school district;
Annexation of all or part of one district to another district;
Establishment/abolishment of trustee areas and increase/decrease in the number of trustees; and
Formation of new districts of all types from territory of existing districts

CCSDO Membership

Committee members serve four-year terms. Members are elected by the voting representatives of each of the 23 school district governing boards, as well as the voting representative of the governing board of the community college district. If district representatives fail to elect members to the committee, the County Superintendent may appoint the necessary number of members. Committee member terms are staggered so that five or six members are elected in one year with the remainder elected in another year. Committee members serve without pay.

One member is at-large
Often, individuals most interested in serving on the committee are past or current school board members
School board members are allowed by the CA Education Code to serve in a dual role, as an active School Board member and a committee member

CCSDO Meeting Schedule, Agendas, Minutes, and Notices

CCSDO meetings are held on Mondays beginning at 7:00 p.m. and held at the San Mateo County Office of Education (101 Twin Dolphin Drive, Redwood City, CA 94065), unless noted otherwise. Public hearings related to matters before the committee are held throughout the county as required by law. Special meetings may be called by the chairperson or by a quorum of the committee. Meetings are subject to the provisions of the Brown Act.

CCSDO Frequently Asked Questions (FAQ)

WHAT IS THE PROCESS FOR PROPOSING A TRANSFER OF TERRITORY?

An action to transfer territory from one school district to another is initiated by the submission of a valid petition to the committee. To understand the various types of petitions that may be filed, please refer to the CDE District Organization Handbook. The County Superintendent of Schools provides technical assistance to stakeholders engaged in CCSDO processes, but is impartial to decision making. The CCSDO is empowered with deliberation and action on all responsibilities that fall under its jurisdiction.

After the committee has determined a petition is valid and complete, they conduct the required public hearings, consider the information presented, and make a determination based on requirements specified in the Education Code to approve/ disapprove the proposal. If the committee disapproves the proposal, the process ends. If the committee approves the proposal and all affected school district governing boards have taken action to declare support for the transfer, the transfer action is implemented. If any school district governing board has taken action to oppose the transfer, an election is held in the territory selected by the committee. If the proposal passes at the election, the transfer action is implemented.

WHAT ARE THE REQUIREMENTS FOR A PETITION?

To pursue a proposed reorganization of a school or community college district, any citizen, governing board of an LEA, and in some cases certain local agencies (e.g., county board of supervisors, city council, local agency formation commission), or county committee may present a petition for proposed reorganization.

The petition should include a statement of what is proposed, the names of the districts affected, a list of the reasons for such proposal, and a map and boundary description of the area involved. The Secretary will provide the format for the petition and technical assistance. The number of signatures required for a valid petition varies depending upon the type of action proposed.

WHAT IS THE CCSDO'S ROLE IN TRUSTEE AREA CHANGES AFTER THE STATE'S COMPLETION OF THE DECENNIAL CENSUS?

School districts which have established trustee areas in which each trustee is elected by the residents of the area they represent must rearrange the trustee area boundaries before March 1 of the year following the completion of the decennial census. If the local district does not adjust the boundaries within the timeframe, the CCSDO must do so before April 30 of the same year.
