The Child Care Partnership Council

The San Mateo County Child Care Partnership Council (CCPC) is a state-mandated local council under the shared leadership of the San Mateo County Board of Supervisors and the San Mateo County Superintendent of Schools.

The council:

Identifies local priorities for child care and early learning services
Develops policies and strategies to meet the priorities
Provides a community venue to look at impacts of state and federal child care policies and proposed legislation or regulations
Makes recommendations on the local distribution of state child care funding
Conducts a community-wide needs assessment, followed by a county-wide strategic plan for child care for all children, every five years

The Child Care Partnership Council currently has two membership vacancies – one (1) “public agency representative” and one (1) “community representative.”

Public Agency Representatives: persons who represent government organizations, such as city or county employees or school district staff.
Community Representatives: persons who represent an agency or business that provides private funding for child care services or who advocate for child care services through participation in civic or community-based organizations, but are not child care providers and do not represent agencies that contract with the California Department of Education or California Department of Social Services to provide child care and development services.

Council membership also requires that members either live or work in San Mateo County. The terms for these vacancies will be:

Public Agency Representative – July 1, 2024 to June 30, 2028
Community Representative – October 1, 2024 to September 30, 2028

Applications are due by July 31.

We are seeking candidates who bring skills and experience to contribute to one or more of our strategic goals:

Goal 1: The early care and education infrastructure in San Mateo County is sustainably funded, improved, and aligned with other sectors serving children and families.
Goal 2: Families of all socioeconomic levels have access to high-quality child care birth through age 13.
Goal 3: Every child thrives socially, emotionally, and academically because they receive quality early care, education and/or after-school programs.
Goal 4: San Mateo County has a robust, well-trained and well-paid early care and education (ECE) professional workforce with the competencies necessary to provide high-quality ECE experiences for children.

Mission

The CCPC takes the lead in planning and advocating for quality care and early education for all children, from birth to age thirteen, in San Mateo County.

The CCPC values all children and families equally.

We welcome and embrace diversity among individuals from all backgrounds, races, ethnicities, abilities, gender and gender identities, sexual orientations, immigration status, and religions.

We will advocate for, and protect, the rights and opportunities of all children and families in our community, as well as those who provide their early care and education.

Guiding Principles

Decisions and actions that the CCPC undertakes are informed by current research and local needs assessment and are guided by the following beliefs about high quality child care and learning opportunities.
- High-quality child care and learning opportunities should be accessible for all children,
  birth through age 13, regardless of race, religion, ability, language, economic status,
  immigration status and geographic location.
- High-quality care includes safe facilities and environments.
- High-quality care and learning programs require a well-trained, well-paid, and nurturing
  workforce.
- High-quality care includes a holistic, inclusive, and culturally/linguistically responsive
  approach focused on health, learning and family support.
- High-quality care and learning opportunities must be aligned and linked to a high quality
  elementary school system to sustain impact.
- Conduct a county-wide Needs Assessment every five years
- Prepare a comprehensive county-wide plan for childcare (CCPC Strategic Plan 2019-2024)
- Determine priorities for the allocation of state and federal child care funds to the Early Learning & Support Division (ELCD) of the California Department of Education:
- Assist in the formation of collaborations to meet local childcare needs
- Design a system to consolidate local child care waiting lists
- Coordinate part-day programs to provide full-day childcare
- Review and comment on proposals sent to the state
- Develop and implement a training plan for Council members

The Council is co-chaired by the San Mateo County Superintendent of Schools, Nancy Magee, and San Mateo County Supervisor, Dave Pine. Members must include:
- parent consumers of child care
- child care providers
- public and community agency representatives.
There are 20 voting members jointly appointed by co-chairs. The term of membership is (4) years.

Committees of the Council are organized to further the goals of the Strategic Plan. Membership includes both Council members and interested community members. Council members and interested community members can serve on committees. Committees usually meet prior to the full CCPC meeting, and they may also meet at other times if necessary.

Provides information and policy strategy to the CCPC on local, state and federal public policy as it relates to early learning and care.

Workforce

Supports recruitment, retention, professional development, and higher wages for the early learning and care workforce with the goal that San Mateo County has a robust, well-trained and well-paid early learning and care professional workforce with the competencies necessary to provide high-quality experiences for children.

Quality

Focuses on supporting the ongoing implementation of Quality Counts San Mateo by considering quality in early learning and care settings holistically with the goal that every child thrives socially, emotionally, and academically because they attend quality early learning and care programs.

Access

Works to increase the supply of high-quality early learning and care for children birth through age 13, identifying and recommending solutions to remove access barriers, with the goal that families of all socioeconomic levels have access to high-quality child care.
