Located at the Anne Campbell Center for Children and Families (65 Tower Road, San Mateo), we offer full-day preschool services for children ages two to five based on family income and needs. Our program is now enrolling children aged 2.9 to five years old by August 14, 2023, for the 2023-24 school year.

A Place Where All Belong
The Anne Campbell Child Development Center (ACCDC) is an inclusive place where all young children belong and thrive. Our goal is for all children to feel a sense of belonging, develop friendships, and receive the support they need to thrive. The preschool program is an inclusive environment designed to serve children of all abilities.
Operated by the San Mateo County Office of Education, our program is funded by the California Department of Education and the California Department of Social Services and licensed through California Community Care Licensing.
The program welcomes all children and families and values the diversity they bring to our learning community. At ACCDC, we live our commitment to being an inclusive community by:
- Developing learning environments, instructional activities, and social opportunities that are fun, age- and developmentally- appropriate, universally designed, language-rich, and scaffolded to honor each child’s strengths, interests, and unique learning styles and needs.
- Prioritizing and nurturing the development of positive relationships among and between children, staff, and families.
- Valuing the unique knowledge and skills of early childhood educators, special educators, and family members and create opportunities for collaboration.
Enrollment is Open to All Who Qualify
As a California State Preschool Program, families must meet the state's eligibility requirements to apply. If you qualify, please complete the Pre-Enrollment Application (linked below).
To ensure our team is able to accurately assess your child’s eligibility for the program, answer all questions as completely as you can. Your responses will help establish enrollment priorities and will remain confidential. Incomplete applications delay the process.
After the program receives the application, the program will notify you in writing the status of your interest form. When a space becomes available, the program staff will contact you to begin the enrollment process.
Notification that your pre-enrollment application has been received does NOT guarantee you a space in our program.
Due to limited spaces and funding, we may not be able to offer enrollment to every child and family that is eligible. If your family is eligible for services and we do not have space available, we will place your child on our waiting list.
Once openings become available, we will contact eligible families in order of enrollment priority. Additional information and forms will be needed prior to a child being enrolled.
Model of Inclusion
The Anne Campbell Child Development Center works collaboratively with local school districts to support children with an active Individualized Education Program (IEP) or Individualized Family Service Plan (IFSP) to succeed in the classroom. We utilize inclusive practices and supports in our preschool classrooms. If a child has an Individualized Family Service Plan (IFSP) or Individualized Education Program (IEP), teachers collaborate with parents/guardians and service providers to ensure that all children receive the support they need to access and engage meaningfully in activities across the school day.

Staff at ACCDC facilitate children’s learning using developmentally appropriate practices that support growth through:
- Play and exploration
- Daily routines
- Inviting, universally-designed indoor and outdoor environments
- Meaningful interactions with peers and teachers
The program uses a play-based approach to curriculum that individualizes instruction, promotes social-emotional development, and engages children through project-based, investigative learning. Our curriculum provides developmentally appropriate experiences that support the development of academic and social-emotional skills needed for lifelong learning. Each child is provided with a variety of experiences at the center and in the community. Teachers conduct developmental screenings and ongoing child assessments to inform and implement individual plans that elevate each child’s strengths and intentionally target instructional opportunities in areas of growth.
We also promote learning by building a sense of community within the classroom. The environment is designed to be navigable by young children, promote independence, and allow children to make meaningful choices within established boundaries. Children are encouraged to become critical thinkers by engaging in dialogue and extending learning experiences that can address multiple disciplines simultaneously. We accept and promote the uniqueness of each child and work individually with each student to determine his or her best learning styles.
