The Student Services Division is composed of all direct student service programs operated by the County Office of Education, including Special Education, Court and Community Schools, and Career Technical Education (CTE). The Division also coordinates the activities of the Special Education Local Plan Area (SELPA), programs for youth in foster care, and special projects directly related to school-age children in the county.

Foster Youth Services

The Foster Youth Services (FYS) program is designed to serve the unique educational needs of children in foster care. Through our partnership with San Mateo Human Services agency, we seek to serve all youth in out-of-home placement including children living in foster homes, group homes, youth shelters, and residential treatment facilities.

Students Experiencing Homelessness

SMCOE ensures that children and youths experiencing homelessness by supporting homeless liaisons and other district staff in providing services to students at risk.

School Attendance

The San Mateo County Office of Education provides schools and districts with ready-made school attendance materials for outreach to families and includes tools that schools can use to assess their own attendance practices and guide their improvement.

College and Career Readiness

The Career and Technical Education (CTE) department provides an innovative approach to education that is academically challenging and aligned with real workforce needs. CTE develops future-ready students with the skills to compete for good jobs and pursue economic mobility.
